This is gonna sound silly, but I think this will work:

If you (especially if your a mod) have your computer on, then for the sake of this group I suggest you also keep yourself logged in into the chatroom until you close your computer down. This will make the chatroom look way more filled and will make people stay far easier then if they look at one or two people on. It costs nothing, no effort, computertime, anything, just one single tab or window you keep opened. As long as we don't have a large memberbase this is an essential way imo to keep people longer online in our group, because nothing will avert people more to coming back after their initial visit than an empty chatroom!

This is not something we gotta do for eternity of course, but to keep people in our group and interested I think is essential for some weeks to get a basis of people who know each other and like to talk to each other, instead of neverending empty rooms. You don't even have to say a word!
